About the role
The Office of the High Commissioner for Human Rights seeks an experienced consultant to design and implement a tailored capacity‑building programme for Liberia's Anti‑Corruption Commission investigators and prosecutors. The role focuses on developing a human‑rights‑based, gender‑sensitive curriculum to strengthen investigation, prosecution, asset recovery and compliance processes.
Key responsibilities
- Produce an inception report documenting stakeholder consultations, legal framework reviews, and mapping of existing capacity‑building initiatives.
- Develop a competency‑based modular curriculum framework, including core and specialised training tracks, learning objectives, assessment methods and practical exercises.
- Identify and engage suitable national, regional and international training providers and subject‑matter experts.
- Design an implementation strategy, governance model and monitoring, evaluation and learning framework with clear performance indicators.
- Facilitate a 2‑day review, validation and adoption workshop and present actionable recommendations to senior Liberian authorities.
- Deliver a comprehensive final report and deploy to Liberia for a total of 22 mission days.
Required profile
- Advanced university degree (master’s or equivalent) in law, criminal justice, human rights or related field, or a bachelor’s degree with at least five years relevant experience.
- Minimum 7 years of progressive professional experience as a prosecutor, judge, lawyer or legal consultant in anti‑corruption, rule‑of‑law or accountability mechanisms.
- At least 3 years directly involved in investigating and prosecuting corruption offences using a human‑rights‑based approach.
- Proven experience designing and delivering competency‑based curricula and capacity‑building programmes for justice‑sector actors.
- Experience working in post‑conflict African settings is highly desirable.
