Consultant for GBV One‑Stop Center Evaluation Gap Assessment

About the role

UNFPA is seeking a national consultant to strengthen the existing evaluation of One‑Stop Centres (OSCs) for gender‑based violence in Liberia. The consultant will address identified evidence gaps by reconstructing quantitative data, validating qualitative findings and delivering a robust evidence base for policy and programming decisions.

Key responsibilities

• Review the draft evaluation report and pinpoint analytical gaps related to service utilization, referral pathways, operational efficiency, survivor outcomes, cost‑effectiveness and sustainability.
• Collect, clean and analyse administrative and program data from OSCs, including health, legal, police and financial records.
• Triangulate quantitative findings with existing qualitative insights through targeted stakeholder consultations.
• Produce detailed analytical outputs, tables and visualisations that address the missing evidence.
• Draft a supplemental evidence‑gap assessment report with actionable recommendations for UNFPA and government partners.

Required profile

• Advanced degree in public health, social sciences, economics, statistics or a related field.
• Proven experience conducting mixed‑methods evaluations or evidence‑gap assessments in humanitarian or development settings.
• Familiarity with gender‑based violence response mechanisms, especially One‑Stop Centres.
• Strong analytical and report‑writing skills, with ability to present complex findings clearly.
