Digital Health Advisor Consultant

About the role

Palladium is seeking experienced consultants to serve as Digital Health Advisors in multiple countries. The role supports the assessment of national digital health systems, focusing on architecture alignment, data standards, interoperability, and reporting readiness.

Key responsibilities

• Plan and coordinate the full assessment cycle, including tool adaptation and system mapping.
• Conduct desk‑based analysis and country‑level consultations to document digital health ecosystems.
• Map systems to Government Memorandum of Understanding (MOU) metrics and identify gaps in reporting, interoperability, and coverage.
• Synthesize findings into country‑level and cross‑country reports with actionable recommendations.
• Provide technical support to country teams, ensuring alignment with donor expectations, Ministry of Health priorities, and national digital health strategies.

Required profile

• Proven experience in digital health systems assessment or health information systems strengthening.
• Ability to work independently in the assigned country and hold legal right to live and work there.
• Strong analytical skills and experience producing technical reports for government and donor audiences.
• Excellent communication skills for stakeholder engagement and country consultations.
