Business Development & Resource Acquisition Manager

About the role

Plan International Liberia is seeking a strategic Business Development & Resource Acquisition Manager to lead the growth and diversification of its funding portfolio. As a member of the Extended Country Leadership Team, you will shape and deliver the country’s resource mobilisation strategy, securing high‑impact programmes for children and especially girls.

Key responsibilities

• Develop and deliver the resource mobilisation strategy aligned with organisational priorities and income targets.
• Identify, assess and pursue funding opportunities from institutional donors, foundations, national organisations and corporate partners.
• Build and maintain strategic relationships with donors, UN agencies, NGOs and consortium partners.
• Lead donor mapping, market intelligence and pipeline management to drive sustainable funding growth.
• Oversee the development of high‑quality, donor‑compliant concept notes, proposals and applications.
• Negotiate donor agreements ensuring financial sustainability and compliance.
• Act as primary focal point for donor and national organisation engagement throughout the grant lifecycle.
• Provide strategic funding analysis and recommendations to senior leadership.

Required profile

• Significant experience in business development, grants acquisition or resource mobilisation within international development or humanitarian sector.
• Proven success securing funding from institutional donors such as EU, USAID, World Bank, Global Fund, AFD and UN agencies.
• Excellent stakeholder management, influencing and negotiation skills.
• Strong analytical, planning and project management capabilities.
• Experience working within an international NGO or development organisation.
