Monitoring Evaluation and Learning (MEL) Advisor

About the role

The Monitoring Evaluation and Learning (MEL) Advisor will provide technical guidance for the Strengthening Infectious Disease Detection Systems (STRIDES) activity in Liberia. Reporting to senior management, the Advisor will oversee day‑to‑day MEL activities, develop policies and processes, and ensure data‑driven decision‑making.

Key responsibilities

• Support the design, development, planning, implementation and reporting against the STRIDES Activity MEL Plan (AMELP).
• Develop, operationalise and manage MEL systems, tools and procedures to collect, collate, analyse, interpret and use data that demonstrate impact and accountability.
• Track progress against MEL indicators and targets, ensuring systematic reporting.
• Integrate high‑quality quantitative, qualitative and participatory methods into MEL plans.
• Assess subcontractors’ MEL data and reporting for quality assurance.
• Build STRIDES staff capacity in MEL, data quality assurance, data use and knowledge exchange.
• Lead learning activities, foster a culture of knowledge sharing and document best practices.
• Manage relationships with national, regional and local government counterparts and multisectoral partners in the MEL space.

Required profile

• Proven experience supervising technical staff and subcontractors in an in‑country setting.
• Demonstrated ability to align activities with work‑plan objectives, USG priorities and budget constraints.
• Experience promoting MEL thought leadership and documenting best practices.
• Strong understanding of infectious disease detection systems and public‑health programmes.
