Partnerships and Advocacy Specialist

About the role

The Partnerships and Advocacy Specialist will work within PIH Liberia’s Policy and Partnerships department to advance the organization’s advocacy agenda and build strategic partnerships that strengthen Liberia’s public‑health system. Reporting to the Director for Policy and Partnerships, the role combines advocacy design, coalition building, and resource‑mobilisation across the full business‑development lifecycle.

Key responsibilities

• Develop and implement an advocacy strategy aligned with national health priorities and PIH’s mission, in collaboration with communications and coalition partners.
• Prioritise advocacy initiatives using SWOT analysis and power‑mapping to sequence campaigns for maximum influence.
• Translate local insights into contributions for OnePIH regional and global advocacy campaigns.
• Lead the creation and use of advocacy networks and coalitions to achieve targeted outcomes.
• Serve as the technical resource for advocacy across PIH Liberia, advising staff on integrating advocacy into program work.
• Support the Director in managing strategic relationships with the Ministry of Health, civil‑society partners, and donors.
• Conduct prospect research, donor intelligence, and develop high‑quality technical proposals and concept notes for internal and government‑led funding efforts.
• Mentor PIH staff in partnership development, advocacy, and coalition‑building practices.

Required profile

• Proven experience in advocacy, partnership development, and public‑health policy.
• Strong ability to analyse complex policy environments and identify windows of opportunity.
• Excellent communication and relationship‑building skills with government, NGOs, and donor communities.
