Payroll Clerk – HELP Program (Permanent)

About the role

The Payroll Clerk works under general supervision to perform specialized clerical tasks related to payroll for a large department or major division. The position is part of the Emergency Limited Placement (HELP) program, which allows permanent appointment without a civil‑service exam.

Key responsibilities

• Process and verify payrolls, ensuring accuracy of payments.
• Support civil‑service paperwork, time‑and‑attendance reports, and deduction registers.
• Maintain a computerized payroll roster file for the department.
• Interact regularly with employees and unit heads regarding payroll matters.
• Provide guidance to a small team of assistants assisting with payroll operations.
• Perform related duties as required.

Required profile

• Ability to work under general supervision while handling specialized payroll tasks.
• Strong communication skills for frequent contact with staff and unit leaders.
• Capability to offer guidance to junior staff assisting with payroll processes.
• Flexibility to perform additional related duties as needed.
