Witness Protection Expert

About the role

The Office of the High Commissioner for Human Rights (OHCHR) seeks a Witness Protection Expert on a short‑term consultancy to strengthen national capacity on victim and witness protection and to support the development of the WPA’s first multi‑year strategic plan (2026‑2030). The assignment is based in Monrovia, Liberia, for an expected duration of 31 days.

Key responsibilities

• Produce an inception report and work plan within the first week, documenting initial consultations and outlining methodology.
• Conduct a comprehensive desk review of Liberia’s legal and regulatory framework for witness, victim, and whistleblower protection, including gap analysis and actionable recommendations.
• Deliver a briefing to the Legislature on proposed legal amendments and policy improvements.
• Prepare a threat and risk assessment report, a mitigation measures framework, and both classified and unclassified versions for stakeholder use.
• Map existing inter‑agency coordination mechanisms, identify gaps, and propose concrete recommendations to improve referral pathways and protection measures.

Required profile

• Proven expertise in witness and victim protection, preferably within a human‑rights or justice context.
• Strong experience in legal and regulatory analysis, risk assessment, and inter‑agency coordination.
• Ability to produce high‑quality analytical reports and present findings to senior officials and legislators.
