Monitoring, Evaluation & Learning (MEL) Expert – International Project

About the role

NTU International seeks a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships, knowledge exchange and private‑sector engagement across the African space ecosystem.

Key responsibilities

• Develop and operationalise a comprehensive MEL framework, including indicators, baselines and data‑collection protocols.
• Lead evidence consolidation, impact assessment and learning processes for donor‑funded, multi‑partner programmes.
• Provide technical guidance on results‑based management and data analysis to programme teams.
• Collaborate with stakeholders to ensure alignment with EU‑funded programme requirements and African context.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or related field (or four additional years of relevant experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or programme evaluation.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
