Construction Project Manager – Clinical Operations Center

About the role

The Construction Project Manager will lead the planning, design, procurement and construction of the Clinical Operations Center (COC) Warehouse Project – a flagship infrastructure investment for Partners In Health in Liberia. Reporting to the Deputy Director of Operations, the role is based in Harper City, Maryland County, with occasional travel to other sites.

Key responsibilities

• Provide overall project leadership, accountable for scope, schedule, cost and quality.
• Establish and maintain governance structures, including RACI matrix, risk register and change control.
• Lead weekly project meetings and monthly technical/financial reviews, reporting to the Steering Committee.
• Coordinate design consultants to deliver fit‑for‑context, cost‑efficient IFC design packages and Bills of Quantities.
• Manage procurement, tendering and contractor selection for design, construction works and materials.
• Oversee construction, commissioning and hand‑over, ensuring compliance with Liberian building codes, WASH standards and PIH policies.
• Monitor contractor performance, quality control and risk management throughout the project lifecycle.

Required profile

• Proven experience managing large‑scale construction projects in resource‑constrained environments.
• Strong understanding of local building regulations and WASH standards.
• Ability to work with multiple stakeholders including ministries, donors and internal teams.
• Excellent governance, reporting and risk management skills.
