Monitoring, Evaluation and Learning Officer

About the role

FHI 360 is looking for a Monitoring, Evaluation and Learning (MEL) Officer to strengthen data systems for Maternal, Neonatal and Child Health (MNCH) and HIV PMTCT programs under the EpiC project in Liberia. Working under the Technical Advisor for Strategic Information, you will support routine data collection, analysis, reporting and data‑quality improvement across facilities, communities and national programs.

Key responsibilities

• Support implementation of MEL activities for HIV (PMTCT) and RMNCH programs.
• Collect, compile, validate, analyse and report program data on a weekly, monthly, quarterly and annual basis.
• Track and report donor and national indicators (USG, Global Fund, MOH).
• Maintain indicator trackers, reporting tools and databases; conduct data verification, validation and quality checks.
• Implement Data Quality Assessments, routine data reviews and supportive supervision.
• Identify and resolve reporting discrepancies, duplicate entries and incomplete records.
• Participate in data review meetings, situation‑room discussions and performance monitoring sessions.
• Produce data summaries, scorecards, dashboards and presentations to promote evidence‑based decision‑making.
• Document lessons learned, best practices and program performance trends.
• Collaborate with pharmacy (mSupply), clinical and M&E teams to improve commodity reporting and accountability.
• Support development and updating of electronic data collection tools, templates and trackers.

Required profile

• Experience in monitoring, evaluation and learning for health programs, especially MNCH and HIV/PMTCT.
• Proven ability to manage routine data collection, validation, analysis and reporting.
• Familiarity with health information systems and digital reporting platforms.
• Strong collaboration skills with program teams, facility staff, County Health Teams, MOH and partners.
