National Consultancy for Completion of GBV One‑Stop Center Evaluation

About the role

UNFPA is seeking a qualified consultant to address critical evidence gaps in the independent evaluation of One‑Stop Centers (OSCs) for gender‑based violence (GBV) in Liberia. The assignment will focus on reconstructing missing quantitative evidence, validating qualitative findings, and delivering a robust, credible evidence base to inform policy and programming decisions.

Key responsibilities

• Reconstruct quantitative data from administrative records, program monitoring systems, and financial documentation.
• Analyze service utilization trends, referral pathways, operational efficiency, survivor outcomes, and value‑for‑money indicators.
• Validate and triangulate initial qualitative insights with newly generated evidence.
• Engage targeted stakeholder consultations to ensure contextual relevance and accuracy.
• Prepare a comprehensive report that refines or challenges the draft evaluation conclusions and provides actionable recommendations.

Required profile

• Advanced degree in public health, social sciences, statistics, development studies, or a related field.
• Proven experience conducting evaluations of GBV programs or similar humanitarian interventions.
• Familiarity with mixed‑methods approaches and evidence‑gap assessment techniques.
• Ability to work with administrative and financial data in low‑resource settings.
• Strong analytical, writing, and stakeholder‑engagement skills.
