Project Manager – Construction (Healthcare Warehouse)

About the role

The Project Manager – Construction will lead the planning, design, procurement and construction of the Clinical Operations Center (COC) Warehouse Project, a flagship infrastructure investment for PIH Liberia. This role oversees the full project lifecycle, ensuring delivery on time, within budget and to high quality standards.

Key responsibilities

• Serve as overall project lead, accountable for scope, schedule, cost and quality.
• Establish and maintain governance structures (RACI, risk register, decision log, change control).
• Lead weekly project meetings and monthly technical/financial reviews, reporting to the Steering Committee.
• Coordinate design consultants to produce fit‑for‑context, cost‑efficient IFC packages compliant with WASH standards and Liberian building codes.
• Manage procurement and tendering processes for consultants, contractors and materials.
• Oversee contractor performance, risk management and quality control throughout construction, commissioning and handover.

Required profile

• Proven experience managing large‑scale construction projects in resource‑constrained environments.
• Strong understanding of procurement, budgeting and risk management.
• Ability to work with multiple stakeholders including ministries, contractors and internal teams.
• Hands‑on leadership style with a focus on transparency and governance.
