Deputy Representative Operations (P-4) – Fixed Term

About the role

The Deputy Representative Operations (P-4) is a senior strategic business partner within UNICEF Liberia. Based in Monrovia, the incumbent will lead the operations function, ensuring efficient service delivery, risk‑informed decision‑making and alignment with UNICEF’s equity strategy in a post‑conflict environment.

Key responsibilities

• Provide strategic leadership for all operational areas, including finance, procurement, logistics and human resources.
• Drive change initiatives that improve efficiency, transparency and accountability across the country office.
• Conduct risk‑based analysis and develop solutions to mitigate operational challenges.
• Collaborate with government, UN agencies and civil‑society partners to strengthen public financing for children.
• Oversee budget planning, financial reporting and resource allocation in line with UNICEF policies.
• Ensure compliance with UNICEF’s equity and inclusion principles while supporting vulnerable and marginalized groups.

Required profile

• Advanced university degree in public administration, business management, international development or a related field.
• Minimum 8‑10 years of progressive experience in operations management within UN, NGO or public‑sector contexts.
• Proven track record of leading multi‑disciplinary teams in resource‑constrained and complex environments.
• Strong understanding of equity‑focused programming and post‑conflict recovery dynamics.
