Data Specialist

About the role

The Data Specialist will build a robust, verifiable evidence base to support the delivery of project outputs related to Liberia's Nationally Determined Contributions (NDC). This role involves producing technical documentation, validated climate‑finance data, and partner mapping matrices that underpin the Updated NDC Investment Plan.

Key responsibilities

• Develop a source‑referenced partner mapping matrix of NDC support in Liberia.
• Document inclusive consultation processes, including participation records.
• Produce a validated climate‑finance evidence base for the Updated NDC Investment Plan.
• Prepare technical documentation of national validation workshops.
• Provide technical inputs to the Environmental Protection Agency (EPA), Ministry of Finance and Development Planning (MFDP), and sectoral focal points throughout draft review and final endorsement of both plans.

Required profile

• Bachelor’s degree in public policy, economics, environmental management, development studies, finance, or a related field (Master’s preferred).
• Minimum 9 years senior‑level experience advising government institutions and development partners in Liberia on climate change, environment, or sustainable development programmes.
• Demonstrated knowledge of Liberia’s NDC‑prioritised sectors (agriculture, forestry, coastal protection, water, energy, waste, transport) and ability to translate sector targets into costed, financeable investments.
• Experience designing data collection systems, preparing technical inputs for multi‑stakeholder consultations, and producing analytical reports.
• Proven ability to compile, validate, and quality‑assure project data and manage structured datasets with rigorous source referencing.
• Strong understanding of Liberia’s climate‑governance frameworks and excellent report‑writing and communication skills.
