Evaluation & Data Specialist – Global Consultant Roster

About the role

The U.S. Department of Labor’s Bureau of International Labor Affairs (ILAB) is building a standing roster of evaluation and data specialists who can be mobilized on six‑week notice to support monitoring, evaluation, and data services worldwide. Specialists will work on a non‑exclusive, assignment‑by‑assignment basis.

Key responsibilities

• Conduct outcome‑based interim, final, and thematic performance evaluations for ILAB‑funded projects.
• Carry out rapid and ad‑hoc evaluative studies and provide related training and collaborative learning activities.
• Deliver data support services, including data quality assessments and statistical analysis.
• Develop data visualizations, dashboards, and communication products using tools such as Tableau.
• Provide translation, interpretation, copy‑editing, and Section 508 accessibility support as needed.

Required profile

• Demonstrated expertise in monitoring and evaluation, with experience leading performance or rapid evaluations.
• Specialized knowledge in sectors such as child labor, forced labor, human trafficking, labor law enforcement, trade and labor affairs, critical mineral supply chains, or maritime workforce.
• Proficiency in multiple working languages; applicants must list languages and proficiency levels.

Required skills

• Excel and Power Query for data manipulation.
• Statistical analysis software or methods.
• Data visualization tools, especially Tableau and dashboard development.
• Qualitative research techniques, including key‑informant interviewing.
• Translation and interpretation across relevant languages.
• Section 508 accessibility compliance and copy‑editing.
