National Consultant – Feasibility Assessment for One‑Stop Centers in Liberia

About the role

The United Nations Population Fund (UNFPA) is seeking a National Consultant to lead a feasibility assessment for establishing One‑Stop Centers (OSCs) or Integrated Health Facilities (IHFs) in Grand Bassa, Maryland, and Bong counties, Liberia. The consultant will evaluate infrastructure, service gaps, and sustainability to inform strategic decisions.

Key responsibilities

• Conduct a comprehensive desk review of national policies, protocols, and existing SGBV response mechanisms.
• Assess current infrastructure, service delivery points, and human‑resource capacities in the three target counties.
• Identify gaps and challenges in coordination, health, psychosocial, legal, protection, and security services for survivors.
• Compare the suitability of the OSC model versus the IHF model for each county.
• Estimate operational, financial, and institutional requirements for establishment and maintenance.
• Analyze sustainability prospects, including government ownership and integration with existing systems.
• Prepare a costed strategic roadmap and recommendations for implementation.

Required profile

• Advanced degree in public health, social work, development studies, or a related field.
• Proven experience conducting feasibility studies or assessments in the health or SGBV sector.
• Familiarity with Liberia’s health and social service landscape is highly desirable.
