National Environmental Specialist – REOI

About the role

The National Fisheries & Aquaculture Authority (NaFAA) is seeking a qualified consultant to serve as a National Environmental Specialist for the Liberia Sustainable Management of Fisheries Project (LSMFP). The specialist will provide environmental management oversight, ensure compliance with national and World Bank environmental standards, and support capacity building within NaFAA.

Key responsibilities

• Manage implementation of the project’s Environment and Social instruments in line with the World Bank Environmental and Social Framework (ESF) and the Environmental and Social Commitment Plan (ESCP).
• Monitor compliance with Liberia’s Environmental Protection and Management Laws (EPML, 2002) and other relevant regulations.
• Provide technical advice to NaFAA on environmental requirements, reporting, and mitigation measures.
• Collaborate closely with the Social Specialist in the Project Implementation Unit (PIU) to integrate environmental and social considerations.
• Support capacity‑building activities and training for NaFAA staff on environmental management practices.

Required profile

• Master’s degree in Environmental Science, Environmental Engineering, Environmental Management, Environmental Impact Assessment or a closely related field.
• Proven experience in environmental management, compliance monitoring, and implementation of World Bank environmental safeguards.
• Familiarity with Liberian environmental legislation, particularly the EPML (2002).
