Senior Technical Consultant – Digital Learning & Learning Passport

About the role

UNICEF is seeking a senior technical consultant to support the deployment of the Learning Passport digital learning platform in Liberia. The consultant will work onsite in Monrovia for four months, providing high‑level technical expertise, capacity‑building and facilitation of multi‑stakeholder workshops.

Key responsibilities

• Support capacity building of Institutional Consultants developing the Learning Passport software.
• Facilitate policy and technical alignment meetings with the Ministry of Education and the Ministry of Youth and Sports.
• Lead a multi‑stakeholder technical workshop to co‑create the Liberia Learning Passport implementation roadmap.
• Conduct technical hand‑overs and training for UNICEF staff and MoE ICT specialists.

Required profile

• Extensive experience in digital learning platforms and ICT implementation in low‑resource or post‑conflict settings.
• Proven ability to engage senior government officials and coordinate multi‑agency teams.
• Strong analytical and facilitation skills to develop implementation roadmaps.
