Lead Procurement Specialist

About the role

XLA is seeking a Lead Procurement Specialist with prior MCC experience to direct an Interim Procurement Agent (IPA) contract supporting a Millennium Challenge Corporation compact. The Lead will manage the full procurement cycle on behalf of the Accountable Entity under MCC policies.

Key responsibilities

• Lead a team of Senior and Junior Procurement Specialists across goods, works, consulting and non‑consulting services.
• Plan and manage the Procurement and Grant Plan Package, General Procurement Notices and the Procurement Implementation Plan.
• Adapt and finalize the Interim Procurement Operations Manual and Interim Bid Challenge System within the first month.
• Oversee solicitation documents, evaluation panels, negotiations and contract finalization.
• Serve as primary liaison to the AE, MCC COR and MCC procurement staff to obtain required approvals.

Required profile

• Direct MCC and/or MCA procurement experience.
• Bachelor's degree or recognized procurement certification (CIPS/MCIPS, CPPO, CPPB, NIGP‑CPP, CPSM, CPSD).
• 10+ years of public or donor‑funded procurement experience, including 5+ years in a lead or management role.
• Working knowledge of MCC PPG, Standard Bidding Documents and MCC fraud‑prevention policies.

Required skills

• Proficiency in Microsoft Office applications.
• Fluency in written and spoken English.
• Knowledge of MCC procurement policies and bidding documentation.
