Policy Specialist – Health Financing & Partnerships

About the role

This position offers an exciting opportunity for a policy and health‑financing expert to lead PIH Liberia’s engagement with national health policy. Working closely with the Director of Policy and Partnerships, the specialist will shape evidence‑driven strategies, support government decision‑making, and help showcase the scalability of PIH’s health‑systems model.

Key responsibilities

• Design and own PIH Liberia’s policy engagement strategy, including stakeholder mapping and measurable objectives.
• Represent PIH in Ministry health‑financing, planning, and costing working groups, advocating evidence‑based positions.
• Monitor, analyze, and contribute to national health policies, equity assessments, and strategic plans.
• Provide technical assistance to the Ministry on policy development, economic evaluation, and resource mobilization.
• Coordinate with clinical and program teams to ensure data, analysis, and financing insights inform policy development and budgeting.

Required profile

• Advanced degree in public health, health economics, policy studies, or a related field.
• Proven experience in health‑policy analysis, health‑financing, and strategic partnership building.
• Strong analytical and writing abilities with a track record of producing rigorous evidence.
• Demonstrated diplomatic skills to engage government, civil society, and international partners.
