HR Manager – On‑site (Liberia)

About the role

ICC Contractors is seeking an experienced HR Manager to lead all human‑resources activities for its on‑site construction operations in Montserrado County, Liberia. This full‑time, on‑site position will ensure that staffing, employee relations, and compliance support the timely delivery of complex projects.

Key responsibilities

• Manage recruitment, onboarding, and workforce planning to meet project timelines.
• Develop, implement, and maintain HR policies, procedures, and compliance frameworks.
• Coordinate performance‑management processes and support employee development and training initiatives.
• Handle employee relations, conflict resolution, and disciplinary actions while fostering a safe, positive work environment.
• Oversee payroll coordination, benefits administration, and HR reporting in collaboration with site management and regional HR leadership.

Required profile

• Strong expertise in core HR functions, especially recruitment, onboarding, performance management, and employee relations.
• Experience creating HR policies and compliance frameworks, preferably in construction or engineering.
• Bachelor’s degree in Human Resources, Business Administration, or related field; HR certification is a plus.
• Familiarity with Liberian labor laws or similar jurisdictions.
• Proven ability to work on‑site in remote or challenging locations and manage multiple priorities.
