National Consultant – Strategic Assessment of A4AD Programme

About the role

UNICEF Liberia seeks a senior consultant to lead a strategic assessment of the Action for Adolescent Development (A4AD) Programme. The assignment will generate evidence and recommendations to strengthen the programme’s positioning, sustainability and alignment with the Country Programme 2026‑2030, with a focus on adolescent girls and out‑of‑school children.

Key responsibilities

• Conduct a comprehensive assessment using qualitative and quantitative methods.
• Synthesize evidence, review data quality and develop a results framework/theory of change.
• Produce strategic recommendations for programme repositioning and long‑term sustainability.
• Collaborate with UNICEF staff and local stakeholders, including possible travel to Liberia.

Required profile

• Advanced degree in Education, Social Sciences, Development Studies, Public Policy, International Development, Monitoring & Evaluation or a related field.
• Minimum 10 years of experience in education, research, MEL and international development assessments.
• Fluency in English.
• Demonstrated experience in adolescent programming and gender‑equity evidence generation.
• Familiarity with the Liberian education or youth sector is an asset.
