People and Culture Officer (Level 1)

About the role
UNICEF is seeking a People and Culture Officer to support its Monrovia office. Reporting to the People and Culture Specialist, you will deliver HR services, partner with line managers, and contribute to learning and data analytics initiatives.
Key responsibilities
- Provide business partnering and strategic HR support to the unit.
- Implement assigned HR services, including recruitment, performance management and talent development.
- Lead learning and capacity‑building activities for staff.
- Collect, analyse and report HR data to inform decision‑making.
Required profile
- Bachelor’s degree in Human Resource Management, Business Management, International Relations, Psychology or a related field.
- Minimum of 1 year relevant experience in HR functions such as recruitment, performance management, learning & development, talent management or employee relations.
- Fluency in English; knowledge of another UN language is a plus.
- Experience in UN, NGO or humanitarian contexts, especially at country level, is desirable.
Required skills
- Knowledge of HR regulations and policies.
- Strong research, planning and organisational abilities.
- Effective communication and basic IT proficiency.
