Country Manager - Smart Metering Operations

About the role

Phoenix Capital is seeking an experienced Country Manager to lead its Smart Metering Operations in Liberia. This senior leadership position is responsible for delivering Advanced Metering Infrastructure (AMI) programmes, managing client relationships, and overseeing day‑to‑day country office activities.

Key responsibilities

• Provide end‑to‑end oversight of all Phoenix Capital operations in Liberia, including office infrastructure, logistics and compliance.
• Lead the full project lifecycle for AMI programmes: planning, execution, monitoring, risk management and closeout.
• Develop and maintain detailed project plans, budgets, risk registers and progress reports.
• Coordinate cross‑functional teams across technical, commercial and administrative functions to ensure on‑time, on‑budget delivery.
• Oversee deployment, commissioning and handover of AMI systems, ensuring quality assurance across meter installation, data management and system integration.
• Serve as the primary in‑country point of contact for utility clients, government bodies, regulators and partners.
• Represent Phoenix Capital at high‑level meetings, negotiations and industry forums in Liberia.

Required profile

• Proven senior leadership experience managing AMI or similar energy infrastructure projects in complex, multi‑stakeholder environments.
• Strong track record of delivering large‑scale projects on time and within budget.
• Excellent stakeholder management and negotiation skills with utilities, government agencies and partners.
• Ability to lead and develop multidisciplinary teams.
