HR Manager – Grand Cape Mount County, Liberia

About the role

The Human Resources Manager will be based on‑site in Grand Cape Mount County, Liberia, overseeing all HR functions for ICC Contractors' construction projects. This full‑time position ensures compliance with local labor laws, supports the workforce, and contributes to a safe and inclusive work environment.

Key responsibilities

• Manage recruitment, onboarding, and workforce planning for project staff.
• Administer HR documentation, contracts, payroll inputs, benefits, and personnel records.
• Handle employee relations, conflict resolution, and performance management.
• Develop and implement HR policies, procedures, and training initiatives.
• Coach supervisors on people‑management practices.
• Collaborate with site leadership and regional HR to align HR activities with strategic objectives.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field; HR certification is a plus.
• Proven experience as an HR Manager or senior HR generalist, preferably in construction or engineering projects.
• Strong knowledge of labor laws and regulatory compliance, ideally in Liberia or similar jurisdictions.
• Excellent communication, interpersonal, and cross‑cultural collaboration skills.
• Demonstrated organizational, problem‑solving, and decision‑making abilities in fast‑paced environments.
• Willingness to work on‑site in Grand Cape Mount County and adapt to remote project conditions.
