Human Resources Officer (Expedited Recruitment)

About the role

The International Organization for Migration (IOM) in Liberia is seeking a Human Resources Officer to support the Country Office and its sub‑offices. Working under the Chief of Mission and the Resources Management Officer, the incumbent will coordinate HR functions, ensure compliance with IOM policies, and contribute to staff development and payroll administration.

Key responsibilities

• Assist the Resources Management Officer in reviewing and monitoring HR services, ensuring alignment with IOM rules and project activities.
• Supervise maintenance of personnel files, attendance records, and the HR and training database for international, national and subcontracted staff.
• Coordinate monthly payroll preparation for national staff, validate data and ensure timely processing.
• Manage benefits and entitlements for international staff, including danger pay, health insurance, educational grants and home leave.
• Oversee visa and residence permit renewals for international personnel.
• Lead recruitment processes, provide onboarding support and ensure timely performance management cycles.
• Plan and deliver staff development and training activities in collaboration with HQ and line managers.
• Prepare administrative and special HR reports, and implement audit recommendations.

Required profile

• Master’s degree in Human Resources, Business Administration, Psychology, Social Sciences or related field with at least two years relevant experience, or a university degree with four years experience.
• High computer literacy and experience with HR IT systems and applications.
• Proven experience preparing training modules and delivering training sessions.
• Fluency in English (oral and written); knowledge of another UN official language is an advantage.
• Familiarity with UN common system or similar HR systems is desirable.
