ICT Manager – Data Systems Management

About the role

The ICT Manager – Data Systems Management provides technical leadership for the design, deployment, and maintenance of digital health systems supported by CRS in Liberia. Working closely with the Ministry of Health and other government stakeholders, the manager ensures secure, on‑schedule delivery aligned with donor and government requirements.

Key responsibilities

• Lead design, configuration, testing, deployment and continuous improvement of digital health platforms such as EMR, eIDSR, DHIS2/NMDR, and eLIS/iRIMS.
• Oversee ICT infrastructure installation, server and network setup, and solar power systems at health facilities and central sites.
• Manage software licensing, subscription agreements and the Interoperability API Layer.
• Implement cybersecurity measures including encryption, RBAC, MFA, security patching and incident response planning.
• Develop work plans, budgets and procurement pipelines; represent CRS in Ministry of Health technical working groups.

Required profile

• Bachelor’s degree in IT, Computer Science, Health Informatics or related field; Master’s degree preferred.
• Minimum 3 years hands‑on experience with health information systems or ICT4D solutions and at least 1 year supervisory experience.
• Proven track record in USG‑funded program management, large‑budget oversight and stakeholder coordination.
• Fluent English and willingness to travel up to 25 % within Liberia.

Required skills

• Database administration and server/network administration.
• API/interoperability development (RESTful, FHIR).
• Cybersecurity implementation (encryption, Role‑Based Access Control, Multi‑Factor Authentication).
• Hands‑on experience with DHIS2, EMR platforms, eIDSR, eLIS/iRIMS.
• Microsoft Certified Solutions Expert, Cisco Certified Network Associate, Microsoft SharePoint Foundations, ITIL Foundation certifications.
