Senior PPP / Blended Finance Expert

About the role

NTU International is seeking a Senior PPP / Blended Finance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on structuring and financing regional transport infrastructure and corridor projects across West Africa.

Key responsibilities

• Provide technical advice on public‑private partnerships, blended‑finance mechanisms and infrastructure investment models.
• Conduct financial, economic and commercial analyses for transport infrastructure projects.
• Prepare bankable investment proposals and financing strategies for development partners, IFIs and private investors.
• Advise ECOWAS institutions and national stakeholders on risk allocation, private‑sector participation and climate‑finance opportunities.
• Develop and review financial models, PPP structures and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and private‑sector partners.
• Deliver workshops, capacity‑building activities and technical assistance on PPPs and blended finance.
• Support monitoring, reporting and analytical outputs related to infrastructure financing.

Required profile

• Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
• At least 10 years of professional experience in infrastructure finance, PPP advisory or blended‑finance, with a minimum of 7 years focused on PPPs and project finance.
• Proven experience on transport‑sector projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience working with international development cooperation and donor‑funded programmes.
