Partnerships and Advocacy Specialist

About the role

The Partnerships and Advocacy Specialist supports the Director for Policy and Partnerships in advancing PIH Liberia’s advocacy agenda and strategic collaborations. Based in Monrovia, the role focuses on strengthening Liberia’s public‑health system through targeted advocacy, coalition building, and resource mobilisation.

Key responsibilities

• Develop and implement an advocacy strategy aligned with national health priorities and PIH’s mission, using SWOT analysis and power mapping.
• Lead prioritisation of advocacy initiatives, coordinate with technical teams, donors and coalition partners.
• Translate local insights into contributions for OnePIH global advocacy campaigns.
• Build and manage advocacy networks and coalitions to achieve organisational goals.
• Serve as the technical resource for advocacy across PIH Liberia, advising staff on integrating advocacy into programmes.
• Manage strategic relationships with the Ministry of Health, civil‑society organisations and international partners.
• Support resource mobilisation, including prospect research, donor intelligence, and development of high‑quality proposals and concept notes.
• Mentor PIH staff in partnership development, advocacy and coalition building.

Required profile

• University degree in public health, policy, international development or a related field.
• Proven experience in health advocacy, partnership development and donor engagement.
• Strong knowledge of Liberia’s health system and Ministry of Health priorities.
• Excellent communication and relationship‑building skills with government, NGOs and donors.
• Ability to work collaboratively in a multicultural, mission‑driven environment.
