Public Finance Consultant (Remote + Travel)

About the role

UNICEF is seeking a Public Finance Consultant to support Liberia’s social protection and education financing. The role is primarily remote with required travel to Monrovia and other stakeholder sites.

Key responsibilities

• Assess Liberia’s macro‑economic situation and fiscal space to inform the funding landscape for the social protection sector.
• Cost the new National Social Protection Programme (NSPP) to ensure financial realism and sustainability.
• Review the social protection sector budget, identify gaps, and align with NSPP funding needs.
• Develop a financing plan for the NSPP consistent with Liberia’s fiscal context.
• Analyse the education budget, with focus on Technical and Vocational Education and Training (TVET), and present recommendations to improve allocations.

Required profile

• Master’s degree in Economics, Public Policy, Public Finance or a related field.
• Minimum five years of progressively responsible experience in public financial management, fiscal policy or macro‑economic analysis.
• Fluency in English; knowledge of a local language is an asset.
