Public Finance Consultant – Remote with Travel

About the role

UNICEF is seeking a Public Finance Consultant to support Liberia’s social protection and education sectors. The assignment is remote with periodic travel to Liberia and lasts approximately 3.4 months.

Key responsibilities

• Assess Liberia’s macro‑economic environment and fiscal space to inform the social protection funding landscape.
• Cost the new National Social Protection Programme (NSPPS) and ensure financial realism and sustainability.
• Review the social protection sector budget, identify gaps, and align financing with NSPPS needs.
• Develop a financing plan for NSPPS consistent with Liberia’s fiscal context.
• Analyze the education budget, focusing on Technical and Vocational Education and Training (TVET) allocations, and present recommendations to stakeholders.

Required profile

• Master’s degree in Economics, Public Policy, Public Finance or a related field.
• Minimum 5 years of progressively responsible experience in public financial management, fiscal policy, or macro‑economic analysis.
• Proven experience conducting fiscal space analysis, budget reviews, and costing of national strategies.
• Experience working with government ministries and international development partners.
• Fluency in English; knowledge of a local language is an asset.
