Senior Health Informatics Officer

About the role

FHI 360 is seeking a Senior Health Informatics Officer to lead the design, implementation, and optimization of health information systems for maternal, neonatal, and child health (MNCH) within the EpiC project in Liberia. The role provides technical leadership and operational support across facility, community, county, and national levels.

Key responsibilities

• Lead implementation, optimization, maintenance, and scale‑up of electronic health information systems supporting HIV and MNCH programs.
• Design and strengthen integrated digital health architectures aligned with national HIS and interoperability frameworks.
• Configure systems, manage users, control access, troubleshoot issues, and provide technical support.
• Integrate and ensure interoperability between DHIS2, EMRs, Open mSupply, LMIS, laboratory and community systems.
• Align systems with Ministry of Health reporting requirements, donor indicators, and national data‑governance standards.
• Coordinate rollout, optimization, and reporting for the Open mSupply logistics and supply‑chain platform.

Required profile

• Senior‑level experience providing technical leadership for health information systems.
• Proven ability to work closely with Ministry of Health, national programs, county health teams, and implementing partners.
• Demonstrated experience in supporting data quality, analytics, and evidence‑based decision‑making in health contexts.

Required skills

• Open mSupply system configuration and management.
• DHIS2 integration and reporting.
• Electronic Medical Record (EMR) and Laboratory Information System (LIS) interoperability.
• Logistics Management Information System (LMIS) implementation.
• System configuration, user management, access control, and technical troubleshooting.
• Knowledge of national health information governance and donor reporting standards.
