Policy Specialist – Health Financing & Partnerships

About the role

PIH Liberia is seeking a Policy Specialist to lead policy analysis and engagement on health financing and system strengthening. Working closely with the Director of Policy and Partnerships, the specialist will position PIH as an evidence‑driven influencer of national health policy and strategic frameworks.

Key responsibilities

• Design and implement PIH’s policy engagement strategy, including stakeholder mapping and measurable objectives.
• Represent PIH in Ministry health‑financing, planning, and costing working groups, advocating evidence‑based positions.
• Monitor, analyze, and produce equity assessments and evidence reviews to support pro‑poor policies aligned with PIH priorities and Liberia’s Health Sector Strategic Plan.
• Provide technical assistance to the Ministry on policy development, economic evaluation, and resource mobilization.
• Coordinate with clinical and program teams to ensure high‑quality data and financing insights inform policy development and budgeting.

Required profile

• Advanced degree in public health, health economics, policy studies, or a related field.
• Demonstrated experience in health policy analysis, health financing, and strategic partnership building.
• Proven ability to produce rigorous analytical reports and policy briefs.
• Strong diplomatic and communication skills for engaging government, civil society, and international partners.
